William L. Neill is a native of Clarkton, North Carolina. His many attributes and accomplishments qualify him to lead an organization or be one of the team players.  He studied at North Carolina A&T State University with a major in voice performance and minor in Business Marketing. He held several leadership positions and pastored five (5) churches in the A.M.E. Zion Church for twenty-five years. He is a graduate of the NC Rural Center Economic Development Institute, and numerous Leadership Schools and Conference. He was elected to Who's Who Among Young African American Leaders of America in 2000, and also ran for the NC Senate, 5th Senatorial District encompassing part of Wilson and Pitt Counties in 2003.
 
He has held Community and Civic Leadership roles in each county and city in which he served as Pastor, including President of Ministerial Councils, and Educational Tutoring Programs. He has served as a member of the Advisory Board of Directors of the WCIA Housing Community Development Corporation of Wilson County, as Advisory Board Member of the Wilson County Youth Enrichment Program. He has owned several businesses, and in 2012, studied for and passed the LSAT in preparation for Law School to specialize in Non-Profit Law, Taxation and Credit Law. 

Pastor Neill holds a Master of Arts in Religion and a BS Degree in Religion from Liberty University. He is a builder of people and Ministries, developing their abilities to build the Kingdom of God on earth and to foster a well-above average quality of life for the people of God. He is an author having published his first book, "Den of Thieves," in May 2009 and his second book, "The Believers Guide to Building Wealth,” in 2016. Pastor Neill is currently writing other books. He is married to Shirley M. Neill. They have three children, four grandchildren and five great grandchildren.
